Alan Miller is Principal Climate Change Specialist in the Environment Department at the International Finance Corporation (IFC), the private sector lending arm of the World Bank Group.  The IFC fosters sustainable economic growth in developing countries by financing private sector investment, mobilizing capital in the international financial markets, and providing advisory services to businesses and governments.


Miller is an expert on climate change and global environmental issues with more than 35 years experience. Prior to joining the IFC in 2003, he served as Climate Change Manager for the Global Environment Facility (GEF) Secretariat in Washington, DC.  GEF, a partnership of international institutions, nongovernmental organizations, and private sector entities led by the UN Development Programme, the UN Environment Programme, and the World Bank, unites 181 member governments to address global environmental issues.  As the world’s largest funder of projects to improve the environment, GEF provides grants to developing countries and countries with economies in transition for projects related to biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants.  In his role as Climate Change manager, Miller oversaw a portfolio of more than 100 clean energy projects in developing countries.


Miller is also the founder in 1989 of the Center for Global Change at the University of Maryland, serving as its director until joining GEF in April 1997.  He has taught courses on international environmental law and policy at more than 10 universities, and is a widely published author of articles and books on climate change, energy, and development.  He is co-author of a leading environmental law textbook, Environmental Regulation: Law, Science and Policy
